A way to delete the firmware during installation is to hold the trigger down for at least 5 seconds when asked to plug in the Cougar during the install. If it is a used Cougar that you may have purchased, then if it has firmware in the joystick from previous use you won't know what version it may be. This is something most people would probably not think of as being important and should not be a problem with a new Cougar. If the TM firmware & TM software versions are different you will have installation problems.
It could be that the firmware in the joystick was an older or different version than the software you were using (based on your fix above). Then just moved it back to the win7 machine. What I did that time was to plug it into the old xp machine. Tried all the old tricks I could think of. And then plug the Cougar back in and it will reinstall. You can use the util to take out the driver for the Cougar also. I also cleaned out all the usb devices that i don't use. I did get the old Cougar working with the new card. You can also use USBDeview on a remote computer, as long as you login to that computer with admin user. USBDeview also allows you to uninstall USB devices that you previously used, disconnect USB devices that are currently connected to your computer, as well as to disable and enable USB devices.

After using this program to delete all instances referring to "Thrustmaster HOTAS Cougar", the Cougar could connect thru USB again! I found this on some forum in which the problem was a Cougar that would not work on a USB port (or more than one USB port).
I just used JoyID's along with AutoHotKey to bind my Warthog pinky lever to control TrackIR, short press is CENTER, long press is PAUSE TrackIR.
